Chilean, a graduate from Pontificia Universidad Católica de Chile in Civil Engineering and has a MBA from IESE, University of Navarra. An experienced academic, he has worked as a professor in the area of Finance at Pontificia Universidad Católica de Chile, Universidad de los Andes and Universidad Finis Terrae. A distinguished career, he has been the CEO for Citicorp, a stockbroker; Investment Manager of AFP Provida; Life insurance General Manager at Compensa; and Country Head of Deutsche Bank in Chile and Mexico.

He was appointed governor for the O’Higgins region on 11 March 2010. On April 19 2011 he was appointed Housing Minister, where later on November 5 2012 he was appointed to a Minister for dual Ministries of Housing and Urban Development and National Heritage, which he continued to hold until 11 March 2014.
