Carlos Estévez Valencia, Director- General of the Water Board at the Ministry of Public Works (MOP), is an attorney-at-law from the University of Chile. He has graduate studies in political sociology at Complutense University of Madrid.

He was national director of the Access to Justice Program, head of the participation and crime prevention department of the Ministry of Home Affairs and Chilean trade commissioner in Barcelona.

He has acted as strategic advisor for the Ministry of Public Works and the Ministry of Finance. He has also been Metropolitan Secretary of Housing and Urban Development and has been legislative advisor for the National Television network, among other roles.
